Build Intelligence Center Level 3

L3 is required for the Evidence Loop hand-in (Commit #3) — the Savior+Debtor branch point. Without L3, the laptop dialogue option to deliver evidence simply doesn't appear in-game. Don't wait until you have all 8 majors to start the upgrade.
Major evidences can't be handed in until Intelligence Center L3 is built. The hand-in dialogue at Mr. Kerman's laptop only appears once L3 is online, so you can have all 8 majors in your stash and still be locked out of the Savior commit until the upgrade finishes.
L3 is one of the more demanding hideout stations — it stacks on top of Library, Workbench L3, and a long material list including Military COFDM Wireless Signal Transmitters and Advanced eyewear. If you don't already have it, this single requirement can stall the whole Savior route by hours or days.
Start the upgrade as early as possible. The build runs on hideout time independently of your raid activity — queue it, raid while it cooks. Use the build window to collect majors that don't need L3 to obtain (everything except the hand-in itself). Three of the eight should already be in your stash from earlier chapters; the rest can be staged before L3 finishes.
