Read EMERCOM leaflet from one of three locations to start the chapter.

This is the chapter trigger — the leaflet describes an unexplained EMP blast that fried electronics across the region, and Mechanic wants to know who and how. You only need to read ONE of the four spawns, not all of them — they're the same leaflet. The Interchange ULTRA EMERCOM unit (1F) is the easiest pick: walk in via Power Station, hit EMERCOM, leave. Interchange is a beginner-friendly map (lots of cover, predictable Scav patrols, easy extracts) so this is a good first raid for new players.
Why it matters: Blue Fire is one of three early chapters that pry open the TerraGroup story (alongside Falling Skies and Witness), and ends with you stashing the Item #1156 specification — Major #2 of 8 for Mr. Kerman. Run this chapter early; a lot of later content depends on Mechanic's faction trust.
