Cardinal apartment 2 (second floor), bedroom. The transcript is in a wall safe behind the painting. The Black keycard opens the safe but no use is consumed, so the same card stays good for Lab transit and other uses. The apartment door and its locked bedroom need the Cardinal apartment key (from the safe in Kruglov's office — guaranteed spawn).
Get out of Streets alive with the transcript on you. If you die, the document is lost — there is no FIR-style recovery, you'll have to run Streets again.
Deliver the transcript to Mr. Kerman through the Intelligence Center in your Hideout. This counts as one of the eight major evidences for the Savior ending (and as the Debtor cut-off if you change your mind after handing in two).
