Reach Prapor LL2 + ask traders about the plane
Reach Loyalty Level 2 with Prapor (auto-skipped for Unheard / EoD owners) and ask Prapor, Therapist, Skier, Mechanic, and Jaeger about the fallen plane in the trader screen.

Pure trader screen — no raid needed once LL2 is met. Prapor LL2 requires Standard-edition players to grind some early Prapor quests + a small Roubles handover; Unheard / EoD edition owners start higher and skip this gate. Open each trader's tab and exhaust the dialogue option about the plane; some are buried under quest dialogues, so click everything. The optional 2,000 USD to Therapist is highly recommended — it tells you which G-Wagon SUV has the flash drive in step 3, saving you a wasted Shoreline trip. USD is bought from Peacekeeper at a Roubles markup; the 2000 is cheap insurance.
If you don't see a dialogue option for one of the traders, check that you've completed Tour up to Mechanic + Prapor unlocks first.
