    Stash 6 amulets in marked Lighthouse rooms

    Collect amulets from Customs / Streets / Reserve, stash each in the correct Lighthouse marked room.

  4. Step 4

    Report to Lightkeeper — receive Debtor keycard

    Lightkeeper hands over the unknown-name RFID keycard.
