Arrive at Terminal intercom + talk to Prapor

You refused Kerman. The keycard you crafted is unactivated — useless on its own — but the game still wants you to physically arrive at the Terminal gate to trigger the next dialogue. Head to Shoreline, take the road that leads to the port checkpoint, and swipe the card on the scanner under the intercom box at the watchtower.

The swipe will fail (correctly — the card isn't real), but that failure is the trigger Prapor's been waiting for. Extract from the raid normally and Prapor will message you. Keep this run cheap — you don't need to fight, just touch the intercom and leave. A scav-extract works fine if you don't have a clean Shoreline kit ready.
