Prapor's not running a charity. The Survivor ending is essentially him bribing the right people at the port to wave you through, and that costs 300,000,000 Roubles if the case was originally handed to Prapor in Falling Skies. (Players who kept the case for themselves pay 500M instead — a 200M penalty.)

If your stash is short, this is the moment to grind. Sell hideout-craft goods (LEDX from medstation, thiccs from Lab loot), run high-value Streets and Reserve raids, or barter Bitcoin off the flea. There's no time pressure on this step — you can sit on the dialogue indefinitely while you save up.
