Hand in majors — and the branch point for Savior vs Debtor
Three of the eight majors come from earlier chapters (Witness / Blue Fire / Labyrinth) and should already be in stash. The remaining 5 come from Batya, Unheard, TAAH, and the Ms. A safe. After the 2nd major is handed in, Kerman pops a Yes/No screen — Yes commits you to Savior (must deliver all 8). No flips you to Debtor.

Permanent split. The Savior/Debtor decision is made by the count you deliver, not a dialogue prompt — track your stash carefully, and complete the Story chapter that gives each evidence BEFORE handing in (some items stop spawning once their parent chapter is finished).
The Savior/Debtor split is decided here, but unlike Commits #1 and #2, there's no dialogue prompt — the game watches your hand-in count and locks the branch silently. After you hand in the second major, Kerman pops a Yes/No screen asking if you'll keep going. Yes commits you to Savior and you must deliver all 8. No at that prompt flips you to Debtor and reroutes through Lightkeeper's amulet chain.
Three majors typically carry forward from earlier chapters: Audio tape with incriminating evidence (Accidental Witness), Item #1156 specification (Blue Fire), Labyrinth facility research report (The Labyrinth). The remaining five require active raids — Batya's Lighthouse pickup, two Unheard pickups (Streets and Factory), the TAAH Mechanic mail, and the Cardinal bedroom safe on Streets.
Important spawn rule: reading any major evidence in-raid and then dying in that same raid can softlock the document. Loot it, extract, then read it from your stash. For Savior, hand in all 8. The 2nd hand-in is the lock — once you click Yes on the prompt that fires after the second delivery, there's no going back.
