Visit Mechanic on the trader screen and hand over 20,000 USD. USD can be bought from Peacekeeper with Roubles.

Pure trader screen. 20,000 USD is the cost to unlock Lighthouse via Mechanic. USD isn't loot you find directly in raids — you buy it from Peacekeeper at his Roubles-to-Dollars exchange (Peacekeeper trades exclusively in USD, so you'll be doing this conversion a lot anyway). 20,000 USD costs roughly 2.5-3 million Roubles depending on Peacekeeper's loyalty level. If you're broke, run a few profitable Customs/Interchange Scav runs first — Scav loot sells well and Scav cooldowns are short. Hand the USD over, Lighthouse unlocks.
