Locate Kozlov's hideout + obtain Kozlov's evidence
Shoreline village in House. Find Kozlov's hideout, then exit the building and turn right — inside the planters, there is a shovel with a tape below it. Pick up the tape and play it to complete the chapter.

Final step. Kozlov's hideout is in the village area on Shoreline (north-west, near the road). Walk into the marked house to tick hideout, then exit the front and immediately turn right — the planters next to the doorway have a shovel sticking out, and the Audio tape with incriminating evidence is tucked underneath it. Bring an Audio recorder in your secure container so you can play the tape in-raid; otherwise you'll need to come back to your stash, hand it off, and re-queue.
Why this matters: this tape is Major #1 of 8 for Mr. Kerman in The Ticket. Do NOT hand it to Mechanic, do NOT sell it, do NOT use it elsewhere — once it's in your stash, leave it alone until the Ticket evidence loop. Shoreline is comparatively chill compared to Customs/Streets, but Rogues and snipers can still ruin your day if you wander toward Lighthouse — stick to the village.
