Kerman's trusted contact turns out to be Fence. The objective ticks once Fence's intro message lands in your in-game messenger — usually within a few in-game hours of receiving Alpha-1. This is the gate that unlocks Fence's assignment chain — until this fires, Fence's quest list won't show the new tasks no matter your standing. If it feels stuck, log out for a few minutes or do an unrelated raid to nudge the trader rotation.
