Hand 3× Blue Folders materials to Lightkeeper

Lightkeeper wants three TerraGroup "Blue Folders" materials as proof you're worth talking to. Good news: they don't need to be Found-In-Raid — flea market is fair game, and prices are usually reasonable. If you'd rather farm them, they spawn from Lightkeeper-area Scavs, in TerraGroup-themed offices on Streets, and in The Lab.

This is also a good moment to verify your Lightkeeper access. You need positive standing (no transmitter active, no kills on his island guards) before he'll accept the trade.
